Amanda Simmons Testifies in Support of SB 1111 Before the Assembly Public Safety Committee

On June 30, 2026, Amanda Simmons testified in support of Senate Bill 1111 (Ashby) before the California Assembly Committee on Public Safety. The committee voted 9–0 to pass the bill and re-referred it to the Committee on Appropriations.

SB 1111 addresses digital replicas — computer-generated, highly realistic representations that are readily identifiable as a real person’s voice or visual likeness, depicting that person saying or doing something they never said or did. The bill amends Civil Code section 3344 to clarify that “voice or likeness” includes a digital replica, and adds a new chapter to the Penal Code establishing that using one to impersonate another person can constitute false personation.

For the children and teenagers Ambika Law represents, this is not a distant question about technology. Sexualized deepfakes and fabricated images circulate in schools and in residential programs, and victims have too often been told that existing law does not quite reach what was done to them. SB 1111 closes that gap and gives families a remedy.

SB 1111 passed the Senate 36–0 on April 30, 2026, and cleared the Assembly Committee on Privacy and Consumer Protection 14–1 on June 16, 2026.
